An important first step

Providers in a range of settings and contexts are developing strategies and approaches to implement functional skills across their provision. An important first step in developing this provision is to understand the policy, context and rationale. This section gives the policy situation at December 2011. You will need to check the situation that is current at the time you read this. In this section there is also a brief overview of the historical context within which functional skills were developed.
